It is a paid add-on rather than an included feature for one honest reason: it rides on a third-party messaging service that bills us every month for each property it is live on, whether or not anyone opens the inbox. That service charges us two very different amounts depending on how a property is set up, which is exactly why there are two rates here rather than one averaged number — and it is why the whole-place rate is what it is. Charging where it is switched on beats charging everyone for it.
